Yes. In the vast majority of Spanish cities, ECO vehicles are allowed to enter and circulate even during high-pollution episodes.
It is not mandatory. The Toyota CHR self-charges when braking and the Fiat Panda uses mild-hybrid technology to assist the engine. The Volkswagen Caddy is a plug-in hybrid: you can charge it to drive in 100% electric mode or simply use it with petrol as normal.
